Don't book a referee if what you actually want is a full party built around entertainment — a themed host, multiple activity stations, prizes, and party-planning logistics. That's a party entertainment company's job, and they're set up for it in a way a single official isn't. And for kids under about 6, a structured, scored game usually isn't the right format at all regardless of who's running it; free play with light adult supervision tends to hold up better than trying to enforce rules on a group that age.
